Ms. Florinda da Rosa Silva Chan was born in Macao in June 1954. She was educated in Macao, and achieved a Master's degree in Business Administration. In July 1993, she attended a one-year programme in Chinese Language and Public Administration in Beijing. She speaks fluent Chinese, Portuguese, English and Italian.
Ms. Chan joined the Macao civil services since 1974. Over the years until 19 December 1999, she had engaged in many important positions in the top management.
In 1987, Ms. Chan was awarded the Professional Merit Medal receiving public recognition. In 1988, she was awarded the Dedication Merit Medal.
During the time of the drafting of Macao Basic Law, Ms. Chan was the Executive member of the Consultative Committee of the Basic Law of the Macao SAR. Ms. Chan had also dedicated herself to various social activities and community services.
In August 1999, Ms. Chan was appointed by the Central People's Government as the Secretary for Administration and Justice of the Macao SAR Government of the PRC. On 25 September 1999, Ms. Chan was appointed by the Chief Executive as a commissioner of the Executive Council for the first term of the Macao SAR Government.
On 4 December 2004, Ms. Chan was reappointed by the Central People's Government as the Secretary for Administration and Justice for the second term of the Macao SAR Government. On 17 December 2004, Ms. Chan was appointed by the Chief Executive as a commissioner of the Executive Council for the second term of the Macao SAR Government.
On 23 November 2009, Ms. Chan was reappointed by the Central People's Government as the Secretary for Administration and Justice for the third term of the Macao SAR Government. On 20 December 2009, Ms. Chan was appointed by the Chief Executive as a commissioner of the Executive Council for the third term of the Macao SAR Government.
