Introduction (Service Coverage):

Social security system includes benefit payments in the following forms:

Pensions:

Old-age pension and disability pension

Allowances:

Unemployment allowance, sickness allowance, birth allowance, marriage allowance and funeral allowance 

Others:

Compensation for occupational respiratory disease

Points to Note:

  • The payments of old-age pension, disability pension, unemployment allowance and sickness allowance cannot coincide with one another.

  • If a beneficiary is qualified for more than one of the above-mentioned benefits, the Social Security Fund (abbreviated to FSS in Macao) should let the beneficiary know which one is the more favourable benefit payment and pay according to the beneficiary’s choice.

  • Beneficiaries who receive old-age pension or disability pension are entitled to an additional payment in January of each year, which is equivalent to the amount of their pension payment of that month.

  • The social security benefits cannot be seized and they are non-transferable.

Old-age Pension

Application Proceduce:
Transactional Categories:Old-age Pension
Target Groups and Application Eligibility:
  1. He/she reaches age 65, or age 60 and confirmed by the medical board of the Social Security Fund (abbreviated to FSS in Macao) to show apparent signs of premature decrepitude;
  2. He/she has resided in Macao for at least 7 years;
  3. He/she has at least 60 months of contributions.
Application Approach:

To apply for old-age pension, complete the dedicated Application Form [Form for Download] [Sample of Form Completion] and submit the following documents in person:

  1. Photocopy of the applicant’s Macao SAR Resident ID Card(required to produce the original);
  2. A document that contains the residential address (e.g., a utility bill, phone bill);
  3. Photocopy of the applicant’s personal bank account information in patacas or joint bank account information in patacas(also required to complete the Declaration about the Use of a Joint Account (Page 2 of Form DP1) and submit the photocopy(ies) of the identification document(s) of the other owner(s) of the joint account).
Quality Criteria:

The approval process of the application will be completed and the applicant will be notified of the result by mail within 14 working days after the applicant meets all eligibility criteria and submits all the required documents (exclusive of the day of submission).

Remark:

Amount of Pension:

The amount of monthly old-age pension received by (new) beneficiaries, who enrolled after Law 4/2010, Social Security System, entered into force on 1 January 2011, is calculated according to the following formula:

 Pe = Pm(MOP3,450) x Co  
                  360 

Pe: Old-age pension amount

Pm: Maximum amount of old-age pension

Co: No. of actual contribution months 

The number of actual contribution months refers to the total number of contribution months accumulated as at the last month of the calendar quarter before the old-age pension payment starts.

 Receive Old-age Pension on behalf of an applicant:

If the applicant is incapacitated (e.g., due to coma, mental retardation, mental illness or dementia) and he/she is unable to manage his/her own property, then the following persons can file an application to receive old-age pension on his/her behalf: 

  1. Legal agent;  
  2. Spouse;
  3. A relative within the third degree of consanguinity (e.g., parents/children, grandparents/grandchildren, siblings, great-grandparents/great-grandchildren, siblings of parents, nephews);
  4. A person/institution that takes care of the applicant(e.g., a nursing home, a sanatorium).

The person who receives old-age pension on behalf of the applicant is required to submit the following documents in addition to the completed form and the required documents:

  1. Photocopy of the identification document of the person who receives the old-age pension on behalf of the applicant;  
  2. Photocopy of the personal bank account information in patacas of the person who receives the old-age pension on behalf of the applicant and Declaration – Receive Pension Payment on Behalf of the Applicant (Form D/4);
  3. If the person who receives old-age pension on behalf of the applicant is a legal agent, he/she is required to produce a document that can certify his/her relationship to the applicant (required to submit a photocopy); if he/she is the spouse, a relative within the third degree of consanguinity or a person/institution that takes care of the applicant, he/she is required to produce a document that can certify his/her relationship to the applicant (required to submit a photocopy);
  4. Required to produce a document issued by public medical institution or a social welfare institution that certifies the incapacitated condition of the applicant (required to submit a photocopy) (except when the person who receives the old-age pension on behalf of the applicant is a legal agent).

 

Points to Note:

  1. A beneficiary can submit the application up to one month in advance, before he/she is expected to meet the relevant condition;
  2. The payment of old-age pension begins in the month of application under the condition that all required conditions are met;
  3. The payment of old-age pension, disability pension, unemployment allowance and sickness allowance cannot coincide with one another;
  4. Beneficiaries are required to provide the proof of life in January of each year;
  5. Beneficiaries are entitled to an additional payment in January of each year, which is equivalent to the amount of their old-age pension payment;
  6. If the number of contribution months (new beneficiaries) varies after the old-age pension payment starts, the amount of old-age pension payment will be readjusted in April of every year, based on the total number of contribution months accumulated as at December of the preceding calendar year;
  7. For (old) beneficiaries who had enrolled and made contributions before Law 4/2010, Social Security System, entered into force, if they have not made retrospective contributions, they may apply for old-age pension under the requirements and methods of the old system (Decree-Law 58/93/M).

Early Old-age Pension

  1. He/she reaches age 60;
  2. He/she has resided in Macao for at least 7 years;
  3. He/she has at least 60 months of contributions.
Application Approach:

To apply for early old-age pension, complete the dedicated Application Form [Form for Download] [Sample of Form Completion] and submit the following documents in person:

Amount of Pension:

The amount of monthly early old-age pension received by (new) beneficiaries who enrolled after the entry into force of Law No.4/2010 “Social Security System” on 1 January 2011 is calculated according to the following formula:

1. The number of actual contribution months refers to the total number of contribution months accumulated as at the last month of the calendar quarter before the old-age pension payment starts;

2. The percentage of old-age pension paid remains unchanged before the beneficiary reaches age 80.

Disability Pension

Application Proceduce:

Target Groups and Application Eligibility:
  1. He/she has resided in Macao for at least 7 years;
  2. He/she has at least 36 months of contributions;
  3. It is considered a disability status if the beneficiary is certified by the medical board of the Social Security Fund (abbreviated to FSS in Macao) to be totally deprived of his/her full capacity to work or earn, temporarily or permanently, due to general disease, accident, occupational disease or occupational acciedent;
  4. The disability referred to in the preceding paragraph appears after the applicant qualifies as a beneficiary.
Application Approach:

To apply for disability pension, complete the dedicated Application Form [Form for Download] [Sample of Form Completion] and bring along the following documents:

  1. Photocopy of the applicant’s Macao SAR Resident ID Card (required to produce the original);

  2. Medical certificate issued by a registered medical practitioner of the Health Bureau of Government of the Macao SAR in the past 3 months;

  3. A document that contains the residential address (e.g., a utility bill, phone bill);

  4. Photocopy of the applicant’s personal bank account information in patacas or joint bank account information in patacas (also required to complete the Declaration about the Use of a Joint Account (Page 2 of Form DP1) and submit photocopy(ies) of the identification document(s) of the other owner(s) of the joint bank account).

Application Submitted by a Third Party:

If the applicant is unable to submit the application in person, he/she can ask someone to submit the application on his/her behalf.  The representative is required to produce his/her own identification document besides submitting the above documentation.

 

Remark:

Pension Amount:MOP 3,450 per month.

Receive disability pension on behalf of the applicant:

If the applicant is incapacitated (e.g., due to coma, mental illness or dementia) and he/she is unable to manage his/her own property, then the following persons can file an application to receive disability pension on his/her behalf:

  1. Legal agent;  
  2. Spouse;
  3. A relative within the third degree of consanguinity (e.g., parents/children, grandparents/grandchildren, siblings, great-grandparents, great-grandchildren, siblings of parents, nephews);
  4. A person/institution that takes care of the applicant(e.g. nursing home, a sanatorium).

The person who receives the disability pension on behalf of the applicant is required to submit the following documents in addition to the completed form and the required documents:

  4. Required to produce a document issued by public medical institution or social welfare institution that certifies the incapacitated condition of the applicant (required to submit a photocopy) (except when the person who receives the old-age pension on behalf of the applicant is the legal agent).

Points to Note:

  1. A beneficiary can submit the application up to one month in advance, before he/she is expected to meet the relevant condition;

  2. After the applicant submits the application, the FSS will arrange for the applicant to have an assessment by the FSS medical board at a designated time;

  3. The payment of disability pension begins in the month of application under the condition that all required conditions are met;

  4. The payments of old-age pension, disability pension, unemployment allowance and sickness allowance cannot coincide with one another;

  5. Beneficiaries are required to provide the proof of life in January of each year;

  6. Beneficiaries are entitled to an additional payment in January of each year, which is equivalent to the amount of their disability pension;

  7. If the beneficiary returns to paid work, he/she must report this immediately to the FSS in order to stop the payment of disability pension and to repay the amount of disability pension that he/she received during work period.  If the beneficiary wishes to receive disability pension again after he/she stops working, he/she must reapply again and have a medical examination by the medical board.

Unemployment Allowance

Application Proceduce:

Target Groups and Application Eligibility:
  1. He/she is involuntarily unemployed;
  2. He/she remains unemployed for at least 15 days from the day of employment registration with the Labour Affairs Bureau;
  3. He/she has made contributions to the social security system, as a beneficiary of the obligatory system, for at least 9 months within the 12 months preceding the calendar quarter of employment registration;
  4. He/she has not refused to accept any work that is in line with his/her professional competence.

 

 

Application Approach:

To apply for unemployment allowance, complete the dedicated Application Form [Form for Download] [Sample of Form Completion] and bring along the following documents:

  1. Produce the applicant’s original Macao SAR Resident ID Card;
  2. Photocopy of the applicant’s bank account information in patacas (The applicant is exempt  from submitting this document if he/she has previously received benefits payments from the FSS and there is no change to the bank account information);
  3. Photocopy of the receipt for the application for "Confirmation of Involuntary Unemployment Allowance (Electronic Version)" issued by the Labour Affairs Bureau (required to produce the original);
  4. Photocopy of the termination of employment letter issued by the company (required to specify the date and reason for termination of employment, with signature and company chop).

Application submitted by a third party:

If the applicant is unable to submit the application in person, he/she can ask someone to submit the application on his/her behalf.  The one who submits the applciation on behalf of the applicant is required to produce his/her own identification document in addition to submitting the photocopy of the applciant's Macao SAR Resident ID Card and the other documents above.

 

Time Needed:
  1. The beneficiary can apply for unemployment allowance from the day of employment registration with the Labour Affairs Bureau until 30 days after the unemployment situation ends;
  2. If the beneficiary’s unemployment situation exceeds the maximum period of entitlement (90 days), the application must be submitted no later than 30 days after such maximum period ends.
Quality Criteria:

The approval process of the application will be completed and the applicant will be notified of the result by mail within 14 working days after the applicant meets all eligibility criteria and submits all the required documents (exclusive of the day of submission).

Remark:

Amount of Allowance:  MOP138 per day

Duration of Allowance:

1. The unemployment allowance in each period of 12 months is paid up to a maximum of 90 days, counting from the day of employment registration.  The period of unemployment allowance is based on the period of involuntary unemployment of the beneficiary as stated on the confirmation issued by the Labour Affairs Bureau for the application for unemployment allowance;

2. If the beneficiary has already received 90 days of allowance within a period of 12 months, he/she can only apply again when he/she re-qualifies after 12 months from the last day of payment.

Points to note:

1.  The beneficiary must report to the FSS within 2 days after the establishment of new labour relations or the starting of his/her own business;

2.  The payments of old-age pension, disability pension, unemployment allowance and sickness allowance cannot coincide with one another.

Sickness Allowance

Application Proceduce:

Target Groups and Application Eligibility:
  1. He/she has made contributions to the social security system for at least 9 months within the 12 months preceding the calendar quarter of the onset of illness;
  2. He/she has not engaged in any paid work during the period of illness.
Application Approach:

To apply for sickness allowance, complete the dedicated Application Form [Form for Download] [Sample of Form Completion] and bring along the following documents:

  1. Produce the applicant’s original Macao SAR Resident ID Card;

  2. Photocopy of the applicant’s bank account information in patacas (The applicant is exempt from submitting this document if he/she has previously received benefits payments from the FSS and there is no change to the bank account information); 

  3. The medical certificate overleaf of the dedicated Application Form is to be completed by a registered medical practitioner of the Health Bureau of the Macao SAR, or a medical practitioner of a hospital or a health centre in Macao.

Application submitted by a third party:

If the applicant is unable to submit the application in person, he/she can ask someone to submit the application on his/her behalf.  The one who submits the application on behalf of the applicant is required to produce his/her own identification document in addition to submitting the photocopy of the applicant’s Macao SAR Resident ID Card and the other documentation above.

Time Needed:

The beneficiary can apply for sickness allowance from the second day of illness up to 30 days from the last day of entitlement.

Quality Criteria:

The approval process of the application will be completed and the applicant will be notified of the result by mail within 14 working days after the applicant meets all eligibility criteria and submits all the required documents (exclusive of the day of submission).

Remark:

Amount of allowance and duration of the allowance:

The sickness allowance is calculated from the second day of illness;

-Hospitalization allowance: MOP138 per day, for a maximum of 180 days each year;

-Non-hospitalization allowance: MOP104 per day, for a maximum of 30 days each year.

Notes:

1. The sickness allowance will not be paid in the following cases:

-  Harm caused by work accidents or occupational diseases;

-   Diseases caused by the act of a third party who shall be liable for the indemnity;

-   Diseases deliberately caused by the beneficiary himself/herself.

2.In the case of an accident, the applicant is required to complete the “Declaration of accident”;

3.The payment of old-age pension, disability pension, unemployment allowance and sickness allowance cannot coincide with one another;

4.The public administration staff enrolled in the FSS is not entitled to sickness allowance or other benefits payments of the FSS, except for old-age pension, if he/she is still effectively providing service for the public administrative authority, or if his/her enrollment in the Provident Fund Scheme for Workers in the Public Services has not yet been cancelled;

5.If the applicant is not a public administration staff during the period which he/she applies for the allowance and he/she is not entitled to receive the health care services as stipulated under Statues for Macao Public Administration Staff, but he/she has rendered service for the administrative authority, then the applicant has to complete the “Declaration about the Identity of a Public Administration Staff”.

Birth Allowance

Application Proceduce:

Target Groups and Application Eligibility:

–  He/she has made contributions to the social security system for at least 9 months within the 12 months preceding the calendar quarter in which a child is born or adopted; or

–  He/she is receiving old-age or disability pension.

Application Approach:

To apply for birth allowance, complete the dedicated Application Form [Form for Download] [Sample of Form Completion] and bring along the following documents:

  1. Produce the applicant’s original Macao SAR Resident ID Card;
  2. Photocopy of the birth registration certificate of the child or a photocopy of the brief report of birth registration, or a photocopy of the court decision about the establishment of adoptive relationship (required to produce the original), or a written consent of the applicant for the Social Security Fund (abbreviated to FSS in Macao) to obtain relevant proof from the Civil Registry Office of the Government of the Macao SAR;
  3. Photocopy of the applicant’s bank account information in patacas (the applicant is exempt from submitting this document if he/she has previously received benefits payments from the FSS and there is no change to the bank account information).

Application submitted by a third party:

If the applicant is unable to submit the application in person, he/she can ask someone to submit the application on his/her behalf.  The one who submits the application on behalf of the applicant is required to produce his/her own identification document in addition to submitting the photocopy of the applicant's Macao SAR Resident ID Card and the other documents above.

Time Needed:

The application must be submitted within 60 days of the birth date of the child or the adoption date of the child.

Quality Criteria:

The approval process of the application will be completed and the applicant will be notified of the result by mail within 14 working days after the applicant meets all eligibility criteria and submits all the required documents (exclusive of the day of submission).

Remark:

Amount of Allowance:MOP 1,957.

Points to Note:

  1. If both parents are eligible for the birth allowance, both of them can apply at the same time;
  2. Birth certificates issued outside the Macao SAR are also accepted for the application for birth allowance;
  3. The public administration staff enrolled in the FSS is not entitled to birth allowance or other benefit payments of the FSS, except for old-age pension, if he/she is still effectively providing service for the public administrative authority, or if his/her enrollment in the Provident Fund Scheme for Workers in the Public Services has not yet been cancelled;
  4. If the applicant is not a public administration staff during the period which he/she applies for the allowance and he/she is not entitled to receive the birth allowance as stipulated under Satutes for Macao Public Administration Staff, but he/she has rendered service for the administrative authority, then the applicant has to complete the Declaration about the Identity of a Public Administration Staff.

Marriage Allowance

Target Groups and Application Eligibility:

–  He/she has made contributions to the social security system for at least 9 months within the 12 months preceding the calendar quarter in which the marriage date falls; or

–  He/she is receiving old-age or disability pension.

Application Approach:

To apply for marriage allowance, complete the dedicated Application Form [Form for Download] [Sample of Form Completion] and bring along the following documents:

  1. Produce the applicant’s original Macao SAR Resident ID Card;
  2. Photocopy of the front and back of the marriage certificate (required to produce the original), or a written consent of the applicant for the Social Security Fund (abbreviated to FSS in Macao) to obtain relevant proof from the Civil Registry Office of the Government of the Macao SAR;
  3. Photocopy of the applicant’s bank account information in patacas (The applicant is exempt from submitting this document if he/she has previously received benefit payments from the FSS and there is no change to the bank account information).

Application submitted by a third party:

If the applicant is unable to submit the application in person, he/she can ask someone to submit the application on his/her behalf.  The one who submits the application on behalf of the applicant is required to produce his/her own identification document in addition to submitting the photocopy of the applicant's Macao SAR Resident ID Card and the other documents above.

The public administration staff enrolled in the FSS is not entitled to marriage allowance or other benefit payments of the FSS, except for old-age pension, if he/she is still effectively providing service for the public administrative authority, or if his/her enrollment in the Provident Fund Scheme for Workers in the Public Services has not yet been cancelled;

Funeral Allowance

  1. The deceased person must be a beneficiary of the Social Security Fund (abbreviated to FSS in Macao);
  2. The applicant must be the one who bore the funeral expenses of the beneficiary.
Application Approach:

To apply for funeral allowance, complete the dedicated Application Form [Form for Download] [Sample of Form Completion] and bring along the following documents: 

  1. Photocopy of the applicant’s identification document;
  2. Photocopy of the applicant’s bank account information in patacas (the applicant is exempt from submitting this document if he/she has previously received benefits payments from the FSS and there is no change to the bank account information);
  3. Photocopy of the beneficiary’s death certificate; 
  4. Photocopy of the receipt of funeral expenses (required to produce the original).  If the applicant is unable to submit and produce the receipt for funeral expenses, he/she needs to  complete the “Declaration - Reason for Failure to Produce the Receipt of Funeral Expenses”.

 

Application submitted by a third party:

If the applicant is unable to submit the application in person, he/she can ask someone to submit the application on his/her behalf.  The one who submits the application on behalf of the applicant is required to produce his/her own identification document in addition to submitting the above documents.

Time Needed:

The application must be submitted within one year of the date of the beneficiary's death.

Quality Criteria:

The approval process of the application will be completed and the applicant will be notified of the result by mail within 14 working days after the applicant meets all eligibility criteria and submits all the required documents (exclusive of the day of submission).

Remark:

Amount of allowance:MOP 2,534.

Points to Note:

In case of the beneficiary's death, the old-age pension/disability pension for the month of death and other benefits payments due but unpaid shall be paid, according to Article 489(2) of the Civil Code, to one of the family members who files the applciation within 90 days of the day following the date of the benficiary's death.

Target Groups and Application Eligibility:

The Social Security Fund (abbreviated to FSS in Macao) bears the compensation for the beneficiary’s loss of working capacity or death due to occupational respiratory disease, including the payment of the beneficiary’s funeral expenses.  The disease is prescribed by the law applicable to work-related accident and occupational disease.

Application Approach:

According to the law, information about the occupational disease patient must be reported to the Labour Affairs Bureau by a medical practitioner within the scope of occupational disease, who is familiar with the said disease, and the FSS will be informed by the Labour Affairs Bureau later.

Forms:

Amount of compensation: The amount of compensation is determined by the law applicable to the compensation for harm arising from work-related accident and occupational disease.
