Application for Enrollment in the Arbitrary System and Payment of Contributions

Target Groups and Application Eligibility:

For individuals who have never been enrolled as beneficiaries of the Social Security Fund (abbreviated to FSS in Macao) before and belong to any of the following circumstances:
1. Employee who is the spouse of the employer or who has de facto marital relationship with the employer, or a relative up to the second degree of relationship who lives and shares meal with the employer;
2. Employee whose working relations with the employer is established under a contract of apprenticeship training or through a vocational training system that aims to integrate the trainee into the employment market;
3. Macao SAR residents who reached age 18 and stayed in the Macao SAR for at least 183 days during the 12 months before the application for enrollment (The number of days that the applicant stays in the Macao SAR at the month of application is not counted).
Applicants who belong to Type 3 above must comply with the requirement of staying in the Macao SAR for at least 183 days. (The applicant is required to make a declaration himself/herself at the time of application. The FSS can verify the information furnished by the applicant with data provided by other public entities.)

If the applicant was outside the Macao SAR due to the following reasons, the period that he/she stayed outside the Macao SAR can also be considered as the time staying in Macao, but he/she must provide relevant supporting documentation:
1. He/she attended middle school or higher level courses recognized by the local authority in charge;
2. He/she was hospitalized due to injury or illness;
3. He/she reached age 65 and habitually resided in Mainland China;
4. He/she worked outside the Macao SAR in order to bear the main living expenses of his/her spouse and immediate family who resided in the Macao SAR.

Note:
For humanitarian or other duly substantiated reasons, the Chief Executive may allow the reasons other than those listed above, for which the applicant stayed outside the Macao SAR to be also considered as the time staying in Macao.

Application Approach:

After the applicant completes and personally signs the application form/declaration form, the applicant can choose one of the following ways to submit the completed form, along with all required documents:
1. Either in person or ask someone to submit the completed application form/declaration form to FSS St. Lazarus Parish Field Office, China Civil Plaza Field Office in NAPE or Areia Preta Service Centre of the Macao SAR (Area of Social Security and Employment);
2. For beneficiaries of general subsidy of the Social Welfare Bureau (abbreviated to SWB in Macao) who wish to apply for a subsidy for contribution payment, they should submit the Application for Enrollment in the Arbitrary System to the SWB.

Required Document:

1. Application for Enrollment in the Arbitrary System;
2. Front and back photocopy of the applicant’s Macao SAR Resident ID Card;
3. If the reason for staying in the Macao SAR for less than 183 days during the 12 months before the application belongs to one of the four reasons prescribed by law, the applicant is required to complete the Declaration Form for Enrollment in the Arbitrary System (Form D/1) and submit the required documents based on different reason:
A. He/she attended middle school or higher level courses recognized by the local authority in charge:
- Proof of school attendance issued and signed by the school or affixed with official stamp of school*
B. He/she was hospitalized due to injury or illness:
- Proof of hospitalization issued by a local medical institution*
C. He/she reached age 65 and habitually resided in Mainland China:
- Proof of residence (Sample of the form) issued by agencies such as the civil affairs department, resident committee, villager committee in Mainland China*
D. He/she worked outside the Macao SAR in order to bear the main living expenses of his/her spouse and immediate family who resided in the Macao SAR:
- Declaration (Form D/6) (For applicant who worked abroad in order to bear the main living expenses of his/her spouse and immediate family who resided in the Macao SAR)
- Document(s) showing that the applicant has borne the main living expenses of his/her spouse and immediate family (e.g., remittance slip)*
- Proof of employment letter (For employed workers, the proof must be issued by a local employer, indicating the identifying information, employment period and job title of the applicant, and name and address of the company; for non-employed persons, i.e., proprietors or self-employed persons, they are required to submit documentation such as business license or license to practice)*
* The documentation submitted must show the relevant period.
If the applicant is unable to provide evidence, he/she can make a declaration himself/herself and provide the declarations of two witnesses provided that adequate justification is given.
4. If the application is filed based on humanitarian or other duly substantiated reason, the applicant is required to complete Declaration (Form F/7) (For humanitarian or other duly justified reasons, the applicant applies for the period that he/she stayed outside the Macao SAR to be considered as the time staying in Macao) and provide all relevant supporting documentation.

If the applicant is incapacitated (e.g., in cases where the applicant is unable to manage his/her own property because he/she is in a coma, or he/she has mental retardation, mental illness, dementia, etc.), then the application can be submitted by the following persons on his/her behalf.
1. A legal agent;
2. Spouse;
3. A relative within the third degree of consanguinity (e.g., parents/children, grandparents/grandchildren, siblings, great-grandparents/great-grandchildren, siblings of parents, nephews);
4. The person or institution that takes care of the applicant.

The person acting on behalf of the applicant is required to complete the Declaration (Form D/3) (For application on behalf of the applicant) and submit the following documents besides the Application for Enrollment in the Arbitrary System:
1. Front and back photocopies of the identification documents of the person acting on behalf of the applicant;
2. If the person acting on behalf of the applicant is his/her legal agent, it is required to submit documentation that can prove his/her identity as a legal agent. If the person acting on behalf of the applicant is his/her spouse, a relative by blood up to the third degree of relationship or a person or institution that takes care of the applicant, it is required to submit documentation that can prove his/her relationship to the applicant;
3. Required to submit a document issued by a public health institution or a social welfare agency stating the incapacitated condition of the applicant (except when the person acting on behalf of the applicant is his/her legal agent).

Charges (or Taxes):

- As stipulated in the Executive Order, with effect from 1 January 2017, the contribution amount is 90 patacas per month.

Payment Instructions:

- Payment deadline, payment methods and locations:
The contributions of the preceding quarter are paid quarterly in January, April, July and October, and the full amount of contributions is to be paid by the beneficiaries themselves.

- Can pay the contributions with the dedicated payment advice of contributions at any of the following locations:
a. FSS St. Lazarus Parish Field Office, China Civil Plaza Field Office in NAPE or Areia Preta Service Centre of the Macao SAR (Area of Social Security and Employment) – pay in cash, by cheque or cashier order (cheque payable to “Fundo de Segurança Social”);
b. Islands District or Central District Public Services Centre (located at Rotunda de Carlos da Maia) of the Civic and Municipal Affairs Bureau – pay in cash, by cheque or cashier order (cheque payable to “Instituto para os Assuntos Cívicos e Municipais”);
c. Designated banks, please visit http://www.fss.gov.mo/en/sites/epayment for the methods of payment.

- Late payment of contributions
If the beneficiary fails to pay the contributions within the statutory period, he/she cannot rectify the default contributions unless:
1. Contributions are paid with a late payment interest, within two months after the expiry of the statutory period;
2. The reason for failure to pay contributions belongs to a force majeure situation accepted by the Administrative Committee of the FSS.

Quality Criteria:

The approval process of the application will be completed and the applicant will be notified of the result by mail within 14 working days after the applicant meets all eligibility criteria and submits all required documents, exclusive of the day of submission. (Performance Pledge)
Note: For special cases where the approval process cannot be completed on time, the applicant will be notified within 10 working days after the submission of application, exclusive of the day of submission.

For beneficiaries who have been enrolled in the Social Security Fund (abbreviated to FSS in Macao) and are not employed to work for others at the moment.

Application Approach:

After the beneficiary completes and personally signs the application form (Form DC12), he/she can choose one of the following ways to submit the completed form:
1. Either in person or ask someone to submit the completed form to FSS St. Lazarus Parish Field Office, China Civil Plaza Field Office in NAPE or Areia Preta Service Centre of the Macao SAR (Area of Social Security and Employment);

5. For beneficiaries of general subsidy of the Social Welfare Bureau (abbreviated to SWB in Macao) who wish to apply for a subsidy for contribution payment, they should submit the Application for Payment of Contributions of the Arbitrary System to the SWB.

Remark:

1. Before the contribution month of each calendar quarter, the FSS will begin to mail out the payment advice of contributions to beneficiaries who have requested to start the payment of contributions of the arbitrary system. If the beneficiary does not receive a contribution payment advice by the middle of the contribution month, he/she can visit the FSS St. Lazarus Parish Field Office, China Civil Plaza Field Office in NAPE, or Areia Preta Service Centre of the Macao SAR (Area of Social Security and Employment) in order to request a reprint of the payment advice of contributions (please bring along the photocopies of the identification documents of the beneficiary or an old receipt for contribution payment of the arbitrary system).

2. Beneficiaries, who make contribution payment through Autopay , will not receive a payment advice of contributions.
- Besides Autopay service that automatically deducts the contributions through relevant banks on the last working day of the contribution month, individuals who pay contributions through online banking and BOC EXPRESS please note the cut-off time of the relevant service of each bank in order to avoid late payment.
- For beneficiaries who wish to make contribution payment through Autopay, they should go to the relevant bank to apply for the service before the contribution month. If the application is submitted in the contribution month, the effective date of the Autopay will begin in the next contribution quarter that immediately follows.

3. For beneficiaries who are receiving general subsidy from the SWB, they may file an application to the SWB for a subsidy for contribution payment during the period they receive general subsidy from the SWB.

4. If the beneficiary fails to pay the contributions within the statutory period, he/she cannot rectify the default contributions; however, contributions can be paid with a late payment interest, within two months after the expiry of the statutory period.

Application Approach:

1. Either in person or ask someone to submit the completed form to Social Security Fund (abbreviated to FSS in Macao) St. Lazarus Parish Field Office, China Civil Plaza Field Office in NAPE or Areia Preta Service Centre of the Macao SAR (Area of Social Security and Employment);

5. To suspend the subsidy for contribution payment, beneficiaries of general subsidy of the Social Welfare Bureau (abbreviated to SWB in Macao) are required to submit the Application for Payment of Contributions of the Arbitrary System to the SWB.

2. Front and back photocopy of the applicant’s Macao SAR Resident ID Card.

Remark:

1. For beneficiaries who have already suspended the payment of contributions of the arbitrary system, the FSS will no longer mail the payment advice of contributions to them;
2. For beneficiaries who have applied to make contribution payment through AutoPay, the FSS will stop deducting the contribution payment from their bank accounts.
