Introduction (Service Coverage):

If a provident fund individual account owner was outside the Macao SAR in a relevant calendar year due to the following reasons, the period that he/she stayed outside the Macao SAR can also be counted as the time he/she stayed in Macao.  The individual account owner is required to provide sufficient evidence of his/her own:

  1. Individual account owner who attended higher level courses recognized by local competent authority;
  2. Individual account owner who was hospitalized;
  3. Individual account owner who reached age 65 and habitually resided in mainland China;
  4. Individual account owner under age 65 but habitually resided in mainland China on health grounds, particularly for the need for non-hospital nursing, palliative therapy, rehabilitative services or family care;
  5. Individual account owner who worked outside the Macao SAR for an employer registered with the Social Security Fund (abbreviated to FSS in Macao);
  6. Individual account owner who worked outside the Macao SAR in order to bear the main living expenses of his/her spouse, any degree of lineal consanguinity or affinity who resided in the Macao SAR;
  7. Individual account owner who performed official duties, performed duties for the Macao SAR or discharged other official duties;
  8. Individual account owner who had humanitarian or other duly substantiated reasons.

Required Document:

1. Objection Statement (RP);
2. Photocopy of the individual account owner’s Macao SAR Resident ID Card;
3. Proof of school attendance issued by the school in 2017, or photocopies of transcripts or diplomas for the year 2016, showing the period of school attendance and the name of academic discipline for the whole year of 2016 (January through December), signature of the person in charge of the school and official stamp.  Student identification cards, tuition bills or online transcripts are not accepted.

Remark:

To raise an objection to the name list of 2017 allocation, the individual account owner is required to submit documentation for the year 2016;

Required Document:

1. Objection Statement (Form RP);
2. Photocopy of the individual account owner’s Macao SAR Resident ID Card;
3. Proof of hospitalization issued by local hospital for the year 2016, indicating the patient’s full name, the period of hospital stay and the name of disease, etc.

Remark:

To raise an objection to the name list of 2017 allocation, the individual account owner is required to submit documentation for the year 2016;

For individual account owner who reached age 65 and habitually resided in Mainland China

Application Proceduce:

Application Approach:

The individual account owner can submit the objection statement either in person or through a representative.

Required Document:

1. Objection Statement (Form RP);
2. Photocopy of the individual account owner’s Macao SAR Resident ID Card;
3. For proof of residence in mainland China, the individual account owner can submit the proof in either of the following two ways:
    3.1 The original proof of residence issued by civil affairs department, resident committee, villager committee or residential care facility in mainland China, providing the following information on the agency’s letterhead paper (the contents include: the full name, address and phone number of the issuing agency, full name and ID card number of the individual account owner, the period of stay and the address of the individual account owner in mainland China, and the proof must be dated and affixed with official stamp of the issuing agency)(Template); or
    3.2 Fill in the “Proof of Residence in Mainland China” section of the Objection Statement (Form RP) (Witnesses must sign to testify) and submit photocopies of the two witnesses’ Macao SAR Resident ID Cards.

Quality Criteria:

The approval process will be completed and the declarant will be notified of the result by mail within 25 working days after the declarant submits all required documents (exclusive of the day of submission). (Performance Pledge)

Note:
For special cases where the approval process cannot be completed on time, the declarant will be notified within 15 working days after the submission of form (exclusive of the day of submission).

Required Document:

1. Objection Statement (Form RP);
2. Photocopy of the individual account owner’s Macao SAR Resident ID Card;
3. Medical proof of the patient’s illness issued by hospital in mainland China for the year 2016, stating what kind of medical treatment the individual account owner needed.  The medical proof must indicate the patient’s full name, the name of disease, the period of illness (DD/MM/YY) and the severity of illness (required to specify whether the illness impairs the physical mobility of the patient or creates a need for the patient to be taken care of by family);
4. The original proof of residence issued by civil affairs department, resident committee, villager committee or residential care facility in mainland China (Template). If the individual account owner is unable to provide the proof of residence, he/she must explain the reason on Declaration Form C/5, provide two Macao SAR residents as witnesses (Witnesses must sign to testify) and submit photocopies of their Macao SAR Resident ID Cards;
5. Fill out Declaration Form C/5, giving details about the medical condition of the individual account owner, the medical treatment that he/she received in mainland China and who was taking care of him/her at that time.

Remark:

3. Declaration of the employer about an overseas posting (Declaration Form C/3), completed and signed by the employer or the person in charge and affixed with company chop;
4. Photocopies of the employment contract, payroll records (2016) or Financial Services Bureau Salaries Tax Form M/2 or M3/M4 (2016).

For individual account owner who worked outside the Macao SAR in order to bear the main living expenses of his/her spouse, any degree of lineal consanguinity or affinity who resided in the Macao SAR

Required Document:

1. Objection Statement (Form RP);
2. Photocopy of the individual account owner’s Macao SAR Resident ID Card;
3. Photocopy(ies) of the Macao SAR Resident ID Card(s) of the dependent relative(s);
4. Proof of employment from the declarant’s employer (For employed workers, the proof must be issued by local employer, indicating the identifying information, the period of employment and job title of the declarant, and name and address of the company.  For non-employed persons, e.g. proprietors or self-employed persons, they are required to submit documentation such as business licence, licence to practise or business tax return of 2016, etc.);
5. Declaration of the individual account owner about his/her payment for the living expenses (Declaration Form C/6);
6. Evidence of payment for the main living expenses (e.g. remittance slip of the year 2016, showing the individual account owner’s full name and the full name(s) of the dependent(s)). If the individual account owner is unable to provide any supporting documentation, he/she must explain the reason on Declaration Form C/6 and provide two Macao SAR residents as witnesses (Witnesses must sign to testify) and submit photocopies of their valid Macao SAR Resident ID Cards.
6.1 If the individual account owner needs to support his/her children to school in Macao, he/she must provide their student identification cards or transcripts for the year 2016.  If his/her children are attending senior high school or college abroad, besides submitting the photocopy of the proof of school attendance or transcript for the year 2016, the individual account owner is also required to submit photocopies of his/her children’s transcripts or diplomas of junior high school and senior high school in Macao. The declarant is required to indicate in writing where he/she habitually resided and worked before moving abroad to work and provide all relevant supporting documentation.

Required Document:

2. Photocopy of the individual account owner’s Macao SAR Resident ID Card;
3. Fill out Declaration Form C/7 and explain in detail the reason for staying in the Macao SAR for less than 183 days during calendar year 2016.  The individual account owner is required to indicate clearly when and why he/she emigrated, where he/she lived and worked in Macao before emigration and provide all relevant supporting documentation.
